With reference to your letter cited it is to
inform that the surnames have not mentioned in Anantharaman commission
report in respect of details of caste and communities i.e. Dudekula,
Laddaf, Pinjari, Noorbasha etc. But the Anantharaman Commission report
most of this class of Muslims are converts from lower ranks. They are
also known as Laddaf, Pinjari and Noorbasha. The traditional occupation
was Cotton-ginning, making of Beds, Pillows, Nawar-Weaving etc. The
Cotton mills have adversely affected their profession and they became
economically poor. They generally follow Muslim traditions, they observe
Hindu traditions also in some respects. They are treated as a separate
class even by the Muslims and they are not allowed to intermarry with
the other Muslims. They are looked down low in Society both by the
Muslims and Hindus. As this community is looked down even by the other
section of Muslims and in educationally backward, it merits inclusion in
the backward class list.
Hence, in view of the above, I request you to
take necessary action and also to local enquiry of this caste and issue
the caste certificates of the genuineness of the B.C. candidates.

inform you that Dudekula Community is regarded as a Muslim community but
it is included in the Backward Class category because of their social
status. Since by religion they are Muslims, Dudekula community has to be
regarded as a minority community for the purposes of election as
co-opted member of Mandal Parishad / Zilla Parishad.

I enclose herewith a copy of the
representation of Sri Shaik Sattar Saheb, State General Secretary,
Noorbasha/Dudekula Muslim Welfare Association, Hyderabad and it is to
inform that the caste of Dudekula, Laddaf, Pinjari or Noorbasha existing
in the list of B.Cs of A.P.State Group-B at Sl.No.5 and there is no
area restriction of this caste. Further, as per Anantharaman Commission
Report, most of this class of Muslims are converts from lower ranks.
They are also known as Laddaf, Pinjari and Noorbash. The traditional
occupation was cotton-ginning, making of beds, pillows etc. Though they
generally follow Muslim traditions, they observe Hindu traditions also
in some respects. They are treated as a separate class even by the
Muslims and they are not allowed to intermarry with the other Muslims.
They are looked down low in society, both by the Muslims and Hindus. As
this community is looked down even by the other sections of Muslims it
is educationally backward. (Extract of this caste enclosed)
In view of the above, I request you to issue
suitable instructions to the Tahasildars in your jurisdiction to issue
"Dudekula" Laddaf, Pinjari or Noorbasha caste certificates to the
eligible candidates after conducting local enquiry.
